Rule 31
Publication of merit order list for final results
(1) According to section 36 of the Act, a list of merit order shall be prepared based on the rank obtained by the candidates in the various stages of examination taken by the commission.
(2) According to sub-rule (1) while preparing the merit order list, if the total marks of the candidates are equal, the merit order shall be maintained on the following basis:-
(a) In case of written examination, based on the score of the written examination,
(b) If there is a written test and a practical test, if the order of merit is not separated according to clause (a), based on the score of the practical test,
(c) According to Clause (b) if the candidate's merit order is not separated, based on the results of the interview,
(d) According to Clause (c) if the qualification order of the candidate is not separated, on the basis of the percentage of minimum educational qualification specified for entering the service of the respective post,
(e) According to Clause (d) if there is no difference in the qualification order of the candidates, if they have mentioned in the application form that they are holding a position one level lower than the advertised position, on the basis of the seniority of such position,
(f) If the order of merit of the candidates is not separated according to clause (e), on the basis of seniority of age,
(g) In case of posts to be selected through interview only, on the basis of clause (d), (e) or (f).
(3) If the merit order of the candidates is not separated according to the basis mentioned in sub-rule (2), the final result will be published in accordance with section 36 of the Act by maintaining the order of merit as determined by the Commission.
(4) According to sub-rule (3), when the final result is published, candidates who pass the examination of more than one post of the same level taken by the Commission will be included in the first post for which the result will be published, so that there is no duplication.
(4a) According to this rule, before publishing the merit list for promotion on the basis of internal competition, it should be understood whether there has been a departmental punishment on the concerned candidate to prevent him from being a candidate for promotion. In this way, if a candidate has received such a departmental punishment, the name of such candidate should be removed and the merit list should be published.
(5) Other arrangements related to the publication of merit list shall be as determined by the Commission.
(2) According to sub-rule (1) while preparing the merit order list, if the total marks of the candidates are equal, the merit order shall be maintained on the following basis:-
(a) In case of written examination, based on the score of the written examination,
(b) If there is a written test and a practical test, if the order of merit is not separated according to clause (a), based on the score of the practical test,
(c) According to Clause (b) if the candidate's merit order is not separated, based on the results of the interview,
(d) According to Clause (c) if the qualification order of the candidate is not separated, on the basis of the percentage of minimum educational qualification specified for entering the service of the respective post,
(e) According to Clause (d) if there is no difference in the qualification order of the candidates, if they have mentioned in the application form that they are holding a position one level lower than the advertised position, on the basis of the seniority of such position,
(f) If the order of merit of the candidates is not separated according to clause (e), on the basis of seniority of age,
(g) In case of posts to be selected through interview only, on the basis of clause (d), (e) or (f).
(3) If the merit order of the candidates is not separated according to the basis mentioned in sub-rule (2), the final result will be published in accordance with section 36 of the Act by maintaining the order of merit as determined by the Commission.
(4) According to sub-rule (3), when the final result is published, candidates who pass the examination of more than one post of the same level taken by the Commission will be included in the first post for which the result will be published, so that there is no duplication.
(4a) According to this rule, before publishing the merit list for promotion on the basis of internal competition, it should be understood whether there has been a departmental punishment on the concerned candidate to prevent him from being a candidate for promotion. In this way, if a candidate has received such a departmental punishment, the name of such candidate should be removed and the merit list should be published.
(5) Other arrangements related to the publication of merit list shall be as determined by the Commission.
